Creating a dedicated server in UT99 (Unreal Tournament)

The bottom line is there is a physical server, it is UT99, are there any startup keys so that the server starts via the baht file on the machine? Because the batch file that is bundled with the server in the System folder starts it in local network mode, and to work on the Internet, you need to force the game to run and create a de-dicated server in it, which is not very convenient, especially via a remote desktop. I would also like to pour mutators and other things there so that it would also work out. How can I do all this?
