Game crashes with NAM39 (SimCity 4)

Problem! So I decided to install the 39th Network Addon Mod on my SimCity 4. I installed it, start the game, create a region, go to a city that has not yet been founded ... and then a blow to the face from the game! For some reason, the game crashes while loading the city. The game itself without a mod works as expected. I tried reinstalling the mod twice: it didn't help. I reinstalled the game itself: it didn't help. I looked for answers on the Internet: I did not find anything. I already faced the same problem a year ago, but I still haven't found a solution.
