Crafting Components (Cyberpunk 2077)

I cannot create unusual script components, because of this it is impossible to carry out further improvements. (
In the crafting menu, they simply do not appear, although legendary, epic and rare components are visible.
How to create them now? Is this a bug or is it by design?
