Can't buy HL on Steam (Half-Life)

Krch, like a year ago I bought the HL Anthology with additions, apparently I returned money for only 1 HL (not for additions), I don't remember why, well, I'm going to buy it again, and Steam tells me that I have copies of the additions and most likely still a team fortress classic, which was also part of the anthology, well, I think, okay, I’ll return the money for the anthology, but Steam does not want to return the money, because 14 days have passed long ago.
I think, okay, I'll remove the add-ons from my account, delete it, and Steam still won't let me buy the game.
I tried to just give myself HL from another account, but there was simply an error when accepting the gift.
Now I don't even know what to do.
