Power Revolution 2019 error (4) when starting from Steam

When I start the Power & Revolution 2019 game, the launcher comes out from the steam, I press another time, it first gives me an error (4) -The Internet connection is unsuccessful and there is something with a firewall (by the way, it is completely disabled and the Internet is there), and then an error ( 0) - failed to connect.
