The problem was solved a year later. It's all about the FPS blocking in the game itself. When I turned on the recording, the blocking was removed. You need to change the value of the iPresentInterval=1 parameter to iPresentInterval=0 in the Fallout4Prefs.ini file, including in base and baked, opening them through notepad if available.
