Try again , if I'm not mistaken, in the game folder there should be a Redist folder with installers of the necessary components. Also try to run the game as administrator.

only reinstallation of Windows helped me with a doom. I tried to change the firewood twenty times. there was a 10ka assembly with a cut out xbox, cortana and telemetry. put a full Windows - everything was fine.
