Maybe that's how it was conceived and done in these games, which I doubt.
In Dark Souls 2 and 3, The Witcher 2 and 3, Fallout 4, TES Skyrim, DOOM, and in all other games, there is no such problem.

Find your gamepad in the control panel and calibrate. It is quite possible that the stick is worn out and in the neutral position gives curves coordinates, if not everything is completely bad - this can be calibrated. Otherwise, you can re-solder the stick to a new one. You can buy on ebay or similar sites. It is extremely difficult to re-solder only at home, I recommend giving it to the service - for them it is simple and should not be expensive.
