FPS problem (The Witcher 3: Wild Hunt)

Zdarova, what's the problem? I play at a small resolution (1152x864) (4x3), and the original resolution is 1920x1080. Since the original FPS is 25-35, well, not playable. Wrote in TP CD Projekt RED "The answer is in the screen" Who knows help. Thank you in advance.

I play comfortably with 640gt 22-30fps, ultra texturki 1080HD, highworks shadows drawing bottom
