Why are my videos not in HD quality? (StarCraft 2: Legacy of the Void)

My main video in poor quality shows approximately between 480 - 360p, I just bought and did not see other CGI videos, but I don't want to spoil the interest by looking at 480p videos (the game is fully installed in the battlenet and the quality of the videos is high in the settings)?
The hardware I have is before the top one, so all the settings are the highest.

Developed in this part, the videos are highly compressed. In the previous parts, the quality was better. So most likely the quality is. Although I'm not saying anything.

if the highest quality of the videos is selected in the settings then xs why they are not like that. I have a quality 1080p. no worse than in the previous parts, that's for sure

In the graphics settings, you can choose the quality of videos and more.
