Character movement issue (Dark Souls 3)

Help me please! The problem is that when a Persian moves or waves a sword, he does it as if in slow motion. The movements are very smooth and slow and I don't know how to fix it. I tried to change the graphics settings and screen resolution, but nothing .... Maybe someone had it?

maybe you have too heavy gear and not enough dexterity with strength?
