Deuce question (buying ps4 games for two)

Is it possible to do procedures in the PS Store (such as buying games and activating keys) on an unactivated account, tobish on my set-top box there are two accounts, mine and my friend's (which is activated as the main one). Can I buy games and activate keys on my account?
