Game crashes when trying to launch via Steam or Uplay (Far Cry 3: Blood Dragon)

The game crashes at the start of the game. Doesn't write any errors.
The launch is either not initialized at all, or crashes at the moment the game logo is shown, or the game starts before the "Tracking" inscription and crashes.
I tried to install drivers, install all software accompanying the game and reboot.

Win 10 x64 Pro
i5-3570k 8GB

try to run in compatibility mode with vin7

The Steam forum advises.
Open Task Manager.
Go to the details tab.
Remove the TabTip.exe task
Run as an administrator Steam and Uplay
Google Far Cry 3 Windows 10, they are on the same engine, the tips should fit.
