“There can be no double interpretation here,” said Dmitry Leibov. “The note to paragraph 6 of clause 82 of the Administrative Regulations, to which human rights activists refer, only clarifies the powers of state traffic police inspectors, but does not in any way limit the powers of traffic police inspectors,” he explained.

Thus, any traffic police officer who has the necessary measuring device has the right to stop tinted cars, measure the percentage of tinting and make a decision on a fine.
