"In fact, at such intersections, the rules will change exactly the opposite. It is noteworthy that a similar scheme is organized in roundabouts in almost all European countries".

"So that drivers do not get confused when the circle is "main" and when it is not, it is necessary to carefully look at the installed signs. In addition, from November 20, all Russian drivers will have to buckle up and drive with dipped headlights or daytime running lights on during daylight hours.

"Currently, only two categories of drivers have the right not to fasten seat belts - instructors who teach driving during classes, and in settlements, drivers and passengers of emergency vehicles with a special color graphic coloring," explained the deputy head of the State traffic inspectorate. "But from tomorrow There will be no more exceptions." With regard to the constant use of "dipped beam", this should help reduce the number of accidents. “These amendments were adopted taking into account the experience of European countries in order to improve road safety. Drivers from many countries of the world constantly drive with low beams and, as practice shows, this has a positive effect,” Kuzin emphasized.

The amendments introduce a new term "daytime running lamps", its inclusion is due to the requirement of the 1968 Convention on Road Traffic. "Daytime running lights" are already equipped with a number of foreign-made cars, which turn on automatically when the car starts to move.

In addition, the adopted amendments to the SDA eliminate all double interpretations of how exactly the driver should give way to the pedestrian. “Clause 14.1 clearly states that the driver of a vehicle approaching an unregulated pedestrian crossing is obliged to slow down or stop in order to let pass pedestrians crossing the carriageway or stepping onto it to cross,” the general said. “In addition, in the new edition SDA also clarified the wording on the issue of pedestrians and cars with special signals. When approaching cars with a blue or red flashing beacon and a special sound signal, they must refrain from crossing the carriageway, and pedestrians on it must immediately clear the carriageway."

From November 21, amendments to the Code of the Russian Federation on Administrative Offenses will come into force, which provide for the deprivation of rights for driving onto oncoming tram tracks.

“By excluding from the disposition of part 3 of article 12.15 of the Code and including in part 4 of this article “driving onto tram tracks in the opposite direction”, liability for the commission of this act is increased,” Kuzin noted. “Responsibility for this violation, as well as for leaving in violation of traffic rules on the lane intended for oncoming traffic will come in the form of deprivation of the right to drive vehicles for a period of 4 to 6 months.

In order to prevent the exit to the lane intended for oncoming traffic, the sanction of part 4 of article 12.15 of the Code is supplemented by a fine in the amount of 5 thousand rubles, which will be imposed for the commission of this violation, recorded exclusively with the help of automatic video recording.

In addition, Article 12.16 of the Code is supplemented by part 3, which provides for the establishment of liability for traffic in the opposite direction on a one-way road. Punishment - a fine of 5 thousand rubles or deprivation of rights for a period of 4 to 6 months. “Singling out this violation as a separate norm, the legislator decided to impose a fine of 5 thousand rubles as an alternative punishment,” Kuzin said. “This measure is due to the fact that in many cities there is a change in traffic organization schemes, a unilateral traffic on sections of roads that were previously two-way, and violations of drivers are often caused not by intent, but by inattention, when a person drives a familiar route and acts, as they say, "out of habit", not noticing the established signs,

The amendments that come into force also concern non-compliance with the requirements prescribed by road signs or roadway markings. For this, a punishment is established in the form of a warning or a fine of 300 rubles instead of today's 100 rubles.

Traffic police officers will punish violators of the new traffic rules, which will come into force on November 20, "based on the specific situation," Kuzin promised. “For example, if the driver did not turn on the dipped headlights, then he faces a punishment in the form of a warning or a fine,” he said. conditions of fog and twilight.
