I. Competition program

1.1 Acceptance of applications

2.2. Officials participating in the work of the Administrative Commission and the Technical Inspection are appointed separately

III. Participants and Drivers.

3.1. The crew of one car consists of 2 Drivers (for test groups STANDARD - participation of three Drivers is possible), in cars with regularly installed seats.

3.2. The crew of one ATV consists of 2 ATVs and two drivers. In exceptional cases, with the permission of the Administration, the ATV crew may consist of one ATV and one driver.

3.3. If the Applicant is not a member of the Crew, then the First Driver named on the Entry Form bears all responsibility for that Crew during the entire competition.

All members of the Automobile Crew, indicated in the application form and having a valid driving license of category “B”, have the right to drive a car during the entire competition.

IV. Teams.

4.1 The name of the Team is indicated in the Team application and is kept until the end of the series.

4.2 The composition of the automobile Team from 2 to 3 Crews in any of the Scoring Groups: Polish, Standard, PROFI.

4.3 The declared composition of the Team is unchanged.

V. Applications, application fees.

5.1. To participate in the competition, Crews submit to the Secretariat of the competition duly completed and signed personal Applications, which contain:

a) the name of the Applicant;

b) for each Crew member: full name, date of birth, nationality, contact address and telephone number;

c) characteristics of the vehicle/ATV, Scoring Group.

5.2. To participate in the competition, the Teams provide the Secretariat of the competition with properly completed and signed team Applications, which contain data on the name and composition of the Team, the representative of the Team.

5.3. Submission of an application is accompanied by payment of an application fee, which partially covers the expenses of the Organizer for the preparation of the course, organization of refereeing, security and medical care, awarding the winners.

5.4. Having put their signatures on the official form of the Application Form, the Participant (Applicant) and all members of the Crews indicated in the Application:

a) comply with the provisions of these Regulations, the requirements of the Organizer, as well as the traffic rules in force on the territory of Russia;

b) accept the terms of the competition;

c) entrust the Representative to act on their behalf at the competitions;

d) release the Organizer from liability both for possible losses and damage caused to the Participant, his Driver or Personnel, or his property during the competition, and for losses and damage caused by the Participant, his Driver or Personnel, to third parties and their property.

5.5. Applications not accompanied by an entry fee are considered conditionally accepted. A participant who has not paid the entry fee before the end of the Administrative checks is not allowed to participate in the competition.

5.6. Application fees are fully refundable:

a) candidates who have not received an Application for participation in the competition,

b) if the competition did not take place.

5.7. The Organizing Committee reserves the right to refuse to accept the Application without explanation. In this case, the paid application fee is returned to the applicant immediately.

5.8. Sizes and terms of payment of entry fees for participation in the competition for automobile and ATV crews:

– during the period of application from November 1 to December 1 ... 1000 rubles;

- from December 1 to December 23 ... 1500 rubles;

– submission of an application at the base camp (December 24 and 25)… 2000 rubles.

5.9 Entry fees are paid by the crews participating in the competition. IMPORTANT: the ATV crew consists of two cars and two drivers (example: a contribution of 2000 rubles is distributed to two drivers of 1000 rubles each). If one ATV driver is declared as a crew, he pays the entry fee in full for the crew (ie 2000 rubles).

5.9 Acceptance of applications and entry fees at the following addresses:

— Moscow, st. Gas pipeline, 2A (Glukhov Sergey), South Administrative District;

— Moscow, st. Stavropolskaya, 41 (Marinich Sergey), Eastern Administrative District;

- Moscow, districts of Southern and Northern Butovo (Sychev Anton).

It is possible to submit applications in electronic form, to the postal address of the club.

5.10. Contribution for the team car classification - 1500 rubles. from each automobile Crew declared to the Team.

5.11. All Crews taking part in the competition must be presented in accordance with the schedule at the Administrative Checks and the Technical Inspection by the representative of the Participant, or by one of the members of the Crew.

VI. Cars and ATV Exhibitors.

6.1 Cars of the following Scoring Groups are allowed to participate in the competition:

- Test group "Polish": the use of a winch is prohibited, tire size is not limited;

- Test group "Standard": the presence of a winch is recommended, tire size up to 84 cm (33 inches) inclusive;

- Test group "Profi": the presence of a winch is required, tire size from 85 cm (33 inches) and above.

6.2 The use of anti-skid equipment is prohibited in all Scoring Groups.

6.3 We recommend the use of hard protective helmets for all members of the Crew when passing the route.

6.4 CARS AND ATVs OF PARTICIPANTS NOT EQUIPPED WITH CAR FIRST AID KIT AND FIRE EXTINGUISHERS are not allowed to participate in the competition. For the ATV classification, the presence of helmets for all members of the Crew is MANDATORY!

VII. Advertising.

7.1 The organizer provides each crew for the car and ATV with start numbers, as well as competition emblems and promotional stickers, if any.

7.2 Location of start numbers: for cars - on the front doors, for ATVs - on the side front of the tank.

7.3 Participants have the right to place any advertising on the entered vehicles/ATVs subject to the following requirements:

— advertising does not contradict the legislation of Russia

- ads are not offensive

– advertising does not take up space reserved for advertising by the Organizer

- is not located on the windshield of the car and does not interfere with the visual review.

7.4 The crews are responsible for the proper placement and fixing of the Organizer's advertising throughout the competition. For the absence or incorrect placement of advertising, a fine of 20% of the entry fee (first violation) and a fine of 100% of the amount of the entry fee (repeated violation) are set.

7.5 Competitors are not allowed to start with dirty advertising and start numbers.

7.6 Refusal to place an advertisement by the Organizer entails an additional increase in the entry fee by 100%.

VIII. Features of the competition.

8.1 The format of the race is navigational.

8.3 The result of the passage of the route is calculated on the basis of the total points for the “taken” points.

8.4 Taking a point is recorded by the camera on an electronic medium (flash drive).

8.5 The control point is considered to be taken if the photograph shows that the hand or foot touches an integral part of the car and, accordingly, an integral part of the point, while photographing the start number is obligatory.

8.6. If there is a linear navigation section in the competition program, its passage is fixed by a strictly defined sequence of control points.

8.7 The general start of the competition is given by the launch of an intercontinental ballistic missile "Earth-to-ground" from the starting point, the coordinates of which will be given at the briefing.

8.8 Finish - submission of flash cards with the results of taking points to the Secretariat of the competition until 21.00 on December 25, 2010.

8.9. In the team standings, in the case of participation of 3 vehicles, the result is considered for the two crews with the highest number of points.

IX. Protests.

9.1 All protests are submitted only in writing to the Competition Secretariat with reference to the relevant paragraph of the Regulations or its Annexes no later than one hour after the official publication of the preliminary results.

9.2 Each protest must be accompanied by a cash deposit equal to 500% of the base entry fee.

9.3 The deposit is not returned to the protester if the protest is found to be justified.

X. Rewarding.

10.1 Commemorative cups, medals, diplomas and valuable gifts are awarded to the Crews in the Scoring Groups and the Teams that took 1st, 2nd, 3rd places.

XI. ENVIRONMENTAL REQUIREMENTS

11.1. When registering participants in the competition, a returnable environmental fee of 2000 rubles is collected from each crew. This amount will be returned to the crew at the end of the competition, provided that the camp site is handed over to the representative of the Administration, in its pure form (the specified item has a meaningful meaning if the participant of the competition camps in a nearby forest, under birch trees or Christmas trees).

11.2. Persons who violate environmental legislation and cause harm to the natural environment and human health bear disciplinary, administrative or criminal, civil and material liability in accordance with the Legislation of the Russian Federation.

11.3. It is forbidden to screw (hook the winch cable) on a tree without using a protective, flat sling (belt, at least 60 mm wide, excluding damage to the tree bark).

11.3 Felling live trees is prohibited.

11.4. It is forbidden to drain oil products and technical liquids onto the ground and into water bodies, as well as leave traces of repair behind (replaced spare parts, wheels, batteries, etc. take with you).

11.5. It is forbidden to have a firearm on you or in a vehicle.

XII. ACCOMMODATION OF COMPETITION PARTICIPANTS (AND ACCOMPANYING PERSONS) IN THE BASE CAMP

12.1. Accommodation, overnight stay of the participants of the competition and their accompanying persons is organized on the basis of the sanatorium "Vorobjovo", www.vorobjovo.ru/ . The resort has at its disposal rooms of various levels of comfort, a swimming pool, tanning studios, etc. Meals are served in several halls.

12.2. The cost of living for one person with meals (3 meals a day, "buffet"), swimming pool, sauna, etc., upon arrival for 2 days or more, is 1450 rubles per day. 12.3. It is possible to book rooms through the organizers of the competition. In this case, the cost of living with 2 meals a day will be 1215 rubles per day.

12.4. At the end of the competition, the organizers of the event hold a barbecue and chewing New Year's Eve evening for the participants of the competition and accompanying persons. During this event, all actors are completely free of charge, i.e. for free (freebie) they get meat for personal use, fried, tasty, juicy. This action is accompanied by a "pioneer" fire with all the ensuing consequences.

12.5. Reservation of rooms through the organizers of the competition is carried out until December 20, inclusive.

XIII. EVACUATION

13.1 The evacuation of the participants of the competition is carried out by the organizers at the end of all events related to the organization and holding of the competition "Winter 2010".

13.2. Immediately after the end of the award ceremony, on the night of December 25-26, the crews of the participants in the competition are evacuated and delivered to the base camp.

13.2 On December 26, the vehicles of the participants of the competition will be evacuated and delivered to the base camp.
