The reason for this, I saw the "Sea Breeze" system invented by the British, i.e. when cold air is blowing from the center vents. Having dismantled the panel where the radio is located and sticking my hand further, I found a damper that opens and closes the cold air supply through the center. Climbing on the Internet I found a small guide to eliminate this disease. It was only necessary to disconnect the drive of this ill-fated damper and attach it in a position where cold air is always blowing. Having done this simple operation, I was pleasantly surprised when Tashkent entered the car. At -20 at least you can turn on the stove in the first position and it will be comfortable. Plans for the future flush and clean the radiator of the stove.
