In a halogen lamp, the filament is the source of the set. The focusing of the headlamp is designed for a thread located in a certain place. In xenon, it is not a thread that burns, but a gas, respectively, the glow is obtained in the form of a ball, and of a larger volume than a thread. Accordingly, the headlamp cannot focus and direct this glow in the right direction.
The lens itself should collect all this light and send it to the right place.
