Lags at fps below 60

This problem started about 1.5 years ago. The fact is that before I calmly played at 30 and 40 fps, but after some case 50 fps looks like 30, and 40 and 30 are completely impossible to play as if frames 15-20, despite the fact that all the counters show 30. Especially this seen in GTA V, when I put the lock at 30 fps, it is impossible to play at all, 15 frames by eye. I looked for a problem on the Internet, I found there that it was the remnants of the drivers that were in conflict and that they needed to be removed.
