Does not start on DX 11, and on DX 9 there is little FPS and lags. (LEGO Marvel's Avengers)

I have a pirate. On DX 9, there is little FPS and lag. I really want to play LEGO Marvel's Avengers. Please help. I love open world Lego games with a wide variety of characters and storylines, etc.
