Moutons. Power armor. (XCOM 2)

I read somewhere that supposedly if they are put in the back, then they will not counterattack. I tried to attack from behind, the muton turned around and gave me some cabbage soup.
2) If you use a fighter in power armor as a cover, does the fighter himself receive some kind of increased protection or invulnerability, or does he just substitute himself?

2) He receives a small additional defense, but if he gets hit, he takes damage.
