Hall of Shadows (XCOM 2)

There is no icon for improving the hall of shadows, although I have a quest to improve it

Well, maybe a bug. In general, in the building itself, there should be shadows in the lower right corner. Upgrading requires extra energy. If you have no surplus try to improve the power supply relay. If not, then most likely a bug.
