Nothing is being built! (StarDrive 2)

Dear StarDrive 2 Connoisseurs, I got a strange problem while playing. Some planets have production. The building for construction is set - but progress after skipping a turn does not go at all! Even the population does not increase, although there is a plus in the population row.
The population itself on the planets is quite enough, in more than half of the planets 70 percent are satisfied. The economy is positive. Why is this happening?
The game is licensed, incentive.
