Last judgment (Fallout 4)

Completed the final quest for the Brotherhood of Steel. Judging by the description, you can get this gatling laser from Elder Maxson, after completing the main storyline for the Brotherhood of Steel, which did not happen. What's wrong? How do I get this unique weapon?
