Help the computer does not turn on

Good day everyone! The problem was carrying a computer with me from the Far East in a container, at minus 40 it drove all over Siberia! the paste is dry, can the thermal paste freeze out!? (the computer was driving in frost for a month) all the lights are on, everything is spinning, it cools, but the computer does not start !? can the computer not work without thermal paste !?

You can't do a BIOS in any way, it's a microcircuit soldered on the board, so if it's dead, then it's only the service center that will help you.
