settlement problem. (Fallout 4)

dear! I started to play the game again, I came to clean up the Starlight restaurant, there are no enemies, but the task was hanging. completed it through the console, and the settlement still cannot become mine, when you press the "search" key on the workbench, it says that you need to kill all the enemies. which are not .. can anyone help?
