I suspect that parental control is parental control in the Russian vents locale. First appeared in Vista. Avid gamers are better off disabling or mitigating in the control panel: Control Panel User Accounts and Family Safety Parental Controls.
A little to the side, but not very much. There is also the so-called UAC. Lies here: Control Panel User Accounts and Family Safety User Accounts Change User Account Control.
All of this is true for Windows 7 x64.
