Avatar Autopsy (XCOM 2)

I completed the project with psi-gates and others, but the Avatar Autopsy cannot start, it still says to finish the projects of the Hall of Shadows. Are there any other projects that I have not opened or is this a bug for me?

You need to improve the hall of shadows, only after that you can open the avatar. The rest of the game does not affect the opening of the avatar.
