Can't enter the quarantine area (Dying Light)

I can't enter the quarantine zone - Chemical Warehouse in the Slums, I cleaned everything, only this one remained, but when I go to the entrance, the sign-enter does not appear, what is the reason? Who knows?

Specify, pirate or license? Season Pass purchased or not? In Steam for licenses, two quarantine zones (one in the slums, the second in the old city) become available after purchasing the Season Pass.
