Jin is a RefID dog seller? (Fallout 4)

Do not tell me the ID of Gene (the dog seller), it looks like I got him soaked, never met him. I can not find.

Only it seems to be not always present in the game. Accidentally appears (just north of the grave of the farmer's daughter) moves east and disappears.
