Unknown ***** in multiplayer (Just Cause 2)

I am alone on the server and I can run all over the map, but I can’t write to the chat, open the map menu, or see other players. Moreover, if I saw some player, then after a while he stupidly freezes and that's it. At a friend's, I just stand still.
