You don't build in vain. In Enemy Unknown, someone else's perk was taken instead of the native one, but here it is a complete freebie.

Colonels could not get anything, because they are already max level. And so, out of 6 soldiers, three of them got perks - two relatives and one hired sergeant, who got a perk on the lieutenant.
