Small fps. (Rise of the Tomb Raider)

In the game, in some places there is a very small FPS, and in cutscenes it generally drops to 0 FPS and freezes for 1-2 minutes. Comp average, Arkham knight at high pulled norms and this game ...... Who faced this?
