That's when at the beginning you choose your leader - there is just a static picture. And in the game itself, the leaders of "aliens" move at the first meeting or on the diplomacy screen. In the third "civ", if the flc rollers with the leaders were completely, then the leaders somehow sluggishly moved, and if they were cut down to "picts" - then they did not move.
