Skill branches (The Witcher 3: Wild Hunt)

Sorry for a moronic question, but how are these ....... branches of skills activated. The "space" key does not work, skills cannot be dragged into the cells with the mouse !!!!! Thank you for understanding ....

only reason why I can not drag skills to the active mode is the battle state. Make sure Geralt is at rest and then try. Otherwise it is a bug

Normal. As the level rises, the rest of the slots will open.
