It's hard to say why, update the driver, install the patch, it might work. On such a video card, I played gta3, and vice city, there were no problems.
this is bullshit because of your MX .. if you need to change the graph in the game, do it on another computer (or ask someone to thread), then copy the file gta_sa.set

So everything is already there at a minimum, drawing, mip-mapping and anti anialisng are disabled.
And you don’t know where you can get the quick game patch for San Andreas
