ini edits are not saved (Fallout 4)

Fallout4.ini does not keep edits .. I put a line to activate mods (the one with strings, etc.), after starting the game, the line disappears, the game crashes .. does anyone know the reason? read-only does not help, all the same the values ​​fly off
