I decided to play Tyranny. It is on the account, but you need to download it. In order not to take a steam bath, I downloaded it from the phone through the Playground and installed it. A line appeared in the game: "Tyranny of King George Washington". I press-asks for a key. After witchcraft with the Internet, I entered the key. They wrote: "Thank you for entering the key!" No, the special edition includes only one naval mission (on a ship). Others must be bought separately, or all at once with the season pass.
