DLC does not work for new units (Empire: Total War)

Such a thing. I downloaded the Empire Total War repack, with all the official DLCs. But the units that add DLC (Elite Units of the West, Elite Units of America, Elite Units of the East) do not appear in the game. I decided to buy a license. Bought. With all the DLCs. The same thing - there are no units. What is the problem? Is this a bug or what?

Did you watch them in battles, choosing different nations? Usually, these units are available when studying certain studies.
