Lock FPS in all games

Recently I installed standard drivers from HP on a laptop, and the fps in all games locks at 60, I change the screen refresh rate to 40 - it locks at 40 fps, therefore, this is vertical sync. But in games it is disabled, in NVIDIA drivers too, I checked it several times. I don't know what to do anymore. Maybe you can somehow manually climb the system and change the parameters?
