The Thirstcutter is a free DLC vehicle available on Xbox One and PS4. Players will be able to see the Thirstcutter in the Vehicles menu at a Stronghold, but it will be locked until they have completed the requirements to use the car.

Thank you for contacting Warner Brothers Technical support.
After some investigation we can confirm that the "Thirst Cutter" DLC should be available for PC users as well. We apologize for the confusion regarding this.
Please try the following troubleshooting steps to see if these resolve your issue.
Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam: // flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~ C: program files (x86) Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
Please try verifying the integrity of the game installation:
- Load Steam
- From the Library section, right-click on the game and select Properties from the menu.
- Select the Local files tab and click the Verify integrity of game cache ... button.
- Steam will verify the game's files - this process may take several minutes.
- Once the process is completed, the Check Window will automatically exit.
If Steam finds any files which are damaged keep verifying the files until it reports that no files are damaged.

This is a copy-paste from a different topic, but this tutorial was created by me.
1.Download my-files.ru/ed2ay3 (you can check on VirusTotal if anyone is afraid, but I myself installed this program and all the rules).

3. We drop the files from the dlc_win64 folder into the same folder in the game.
4. Open the program (Steam must be closed, because it uses the file needed for the program to work), click Open, find the file that you need to find (I know, I know, I couldn't find another suitable word).
