It probably shouldn't be that way, but I'm not sure. Cope, I think, is not difficult. During the game, hold down the CTRL and SHIFT keys, then, without releasing them, press the C key. A console will open at the top, in it enter the following TestingCheatsEnabled true. Find all these abnormal characters, then hold SHIFT, click on the character, select the "Change character" menu. The character will be in CAS. There you can change his appearance to a person.

There is also a global Nraas Story Progression mod. It can regulate many aspects, including the size of the supernatural population.
