Creation Kit issue (The Elder Scrolls 5: Skyrim)

Win 10 x64, Intel Xeon x4, 8Gb DDR3, Radeon R9 280X 3Gb.
Previously I used Win 8.1 and there were no problems with launching KIT. Then I installed Win 10, installed KIT and was not very happy with what I saw. KIT hangs tightly at the very beginning of loading the program on the inscription "Initialization Windows ..." (before choosing the master file) and stops responding to all actions that I would not do with it. I tried all the versions of KIT that exist only in nature, but the result is always the same.
I climbed the entire Internet and realized that this problem does not occur often, but it does occur. I have not found a solution to this problem, but KIT is very necessary. I have never asked for help on the forums, but now I am pressed for time, so I ask you to help with the launch of KIT on Win 10. Maybe someone knows how to solve this problem? I'll be very thankful.
