The fact of the matter is that the wanted note itself is not there. The arrows point to the carnation, where the announcement is supposed to hang.
Found next to a baseball fan in Diamond City.

The bug looks like I was just taking a sheet from there.

so where and how did you find it? ... I also knock around, there is no baseball player on the carnation, not in the bar.
