Steam does not update games

I got this problem. Steam just doesn't want to update games, and therefore I can't play them.
This error always pops up.

Winter sale, apparently their servers started to go down, it ends today at 21.00 Moscow time, then I think it will pass.

It's not sales that are not to blame here, even when there are no sales, the games do not swing.
