Literally today I learned how the jailers have recently begun to have fun. I know exactly what is going on in FBU IK-23 (Kamenskiy settlement, Krasnoarmeyskiy district, Saratov region), but it is quite possible that the same thing is going on in other ITCs.
The bottom line is that masks-shows with argumentators fly into the camera (and it doesn't matter who sits there at all) and start deliberately bludgeoning all the inhabitants of the hut. They act completely without dividing convicts into castes and articles.

In the first case, it smells like a violation of the regulations and rules for the production of construction work, which entailed cracks in the buildings, shedding of plaster and subsidence to the third floor. For this, the contractor organization will be punished (unless, of course, their handiwork is cracked, albeit an indirect one).
In the second case, I am only making a helpless gesture about the Constitution: I am extremely superficially aware of the articles contained in it and do not delve into it.

According to RIA Novosti, all educational colonies of the country will undergo checks due to a case in the Belorechensk educational colony, where a convicted minor died after the officers applied "educational measures" to him. This will be done by the Psychological Service of the Federal Penitentiary Service of Russia. The publication notes that after an official check in the Belorechensk colony, 17 employees were dismissed, many were subjected to various disciplinary punishments.

According to the plenipotentiary representative of the Public Council for Interaction and Reform of Law Enforcement Agencies of the Russian Federation in the Southern Federal District, lawyer and human rights activist Albert Gayamyan, the Psychological Service of the Federal Penitentiary Service of the Russian Federation should take care not only of the employees of educational colonies, but also of all other correctional institutions of the country. But, and this, in his opinion, is not a panacea.

“I must admit that certain people who have some differences from ordinary citizens go to work in such institutions. If they are not systematically monitored, we will get similar results. Unfortunately, prosecutorial supervision is not effective in such a situation. Over time, the supervising prosecutors simply do not pay attention to some "trifles", and sometimes even cover up those whose tricks they should immediately respond to. Visits by members of the public to pre-trial detention centers and correctional facilities are formal in nature. A complete show for the media, the public and the authorities. In my opinion, the only salvation in this situation is real public control and severe punishment for the FSIN officers themselves. It was not necessary to fire 17 people, but to put them in jail, ”he concluded.

“In my opinion, one of the important issues of reforming the bodies is to revise the procedure for selecting candidates for the service, taking into account their moral and ethical qualities and increasing professionalism,” notes Albert Gayamyan, “unfortunately, in today's law enforcement system, nepotism is in the first place, and not professionalism and morality with ethics ”.

Recall, as noted by the Minister of Internal Affairs of Russia Vladimir Kolokoltsev, the results obtained in the first stage of the reform of the Ministry of Internal Affairs were insufficient and did not fully meet the expectations of citizens.

According to the head of the police department, a number of problems still need to be solved, to which he attributed the "cane system", a system for recording reports of crimes and a system for assessing the effectiveness of police work.

As Albert Gayamyan noted, the task of those who entered the Public Council on Interaction and Reform of Law Enforcement Agencies of the Russian Federation is to collect information, analyze it and send it to Moscow, to the leadership of the Council, so that the heads of various departments see the true picture of affairs and make informed decisions, contributing to the strengthening and effectiveness of law enforcement agencies.

“Our end result is safety and improved living standards for all our citizens. In the end, we, citizens, must change the too complex relationship between society and government, and first of all, citizens and law enforcement officers, ”said the human rights activist.
