Solution:
Go to the registry (Go to the "Run" utility, enter the msconfig.exe command, then the "service" tab and select the registry editor). We stop at the DirectDraw folder and look at the footnote on the right, there will be two lines at the bottom with the name "EmulationOnly", the value needs to be changed from 1 to 0. And you will be happy)) The essence of the launch problem is that if the value is 1, DirectDraw stops using old libraries, vital for the normal operation and launch of some games. By changing the value to 0, the game will start normally and work with all settings.

We do this:
1 option) (your disk): Program Files (x86) Steam SteamApps common The Witcher Enhanced Edition System. Find the file witcher.exe, then RMB, create a shortcut. Next, on the RMB shortcut, in the top line after the space, enter -dontForceMinReqs. That's it, we turn on the game through this shortcut.
Note: (Make all changes only in your own created shortcut (it is necessary from the witcher.exe file and not from launcher.exe), in no case in the shortcut created by Steam ..)

Option 2) You can also create a .bat nickname .. Create a regular text document and copy -dontForceMinReqs there, then change the format from .txt to .bat and push this file along the path indicated above. (the result will be the same, the game will start with minimal settings)
