DLC released for those unfortunate people who managed to buy ME3 on Wii U. They have no saveditor, no previous parts. And the rest of the platforms were pushed according to the principle "why not, suddenly someone will buy".
IMHO, the DLC is suitable for those who play on consoles (in order to change their decisions, they really need to replay ME1-2 from the very beginning), or they don't care too much about the plot, but wants to know at least the necessary minimum of information about what is happening (this already applies to to the packers).
