Perk problems! (Fallout 4)

Friends, I pumped the Science! Perk with the help of the console command. to the maximum level.
I wanted to create a laser turret at one of the bases. The turret requires 1 science level. Despite the fact that I have a 4th level of science, the turret cannot be created in any way, because in the crafting menu it is shown that the 1st level of science is still not open for me.
What to do? Help plz

Starting with the first one and looking at the lvl GG (at which the rest are available).

Through the console, this is done like this: enter the command for the science 1 perk, then the science 2 perk, etc., and do not immediately enter the perk 4. If you did this, then there should be no problems
