Composite armor (Fallout 4)

I am now in the form of a BS and for some reason I cannot put on additional elements of armor. Such as shoulder pads, bracers, etc. They dress without armor, but over it ...
Why don't they dress?

With this mod, you can wear armor on any clothing.
